Exemptions
Exemptions and dispensations
A small number of trucks do not pay the Dutch truck charge (vrachtwagenheffing). Some are exempt by law, others can get a dispensation on request. Below is the list, with the article of the law.
Overview
- Defence and allied armed forces (registered by the Minister of Defence): exemption (Truck Charge Act art. 3(1)(a))
- One-day plate, trade plate or transit plate: exemption (Truck Charge Act art. 3(1)(b))
- Refuse truck, street sweeper or sewer cleaning truck with supplementary bodywork code 18 or 19: exemption (Truck Charge Act art. 3(1)(c))
- Zero emission and maximum mass of no more than 4,250 kg: exemption (Truck Charge Act art. 3(1)(d))
- Police or fire service: dispensation on request (Truck Charge Act art. 3(2)(a))
- 40 years or older and not used commercially: dispensation on request (Truck Charge Act art. 3(2)(b))
- Motor caravan (RDW: 'Kampeerwagen (SA)'): no charge according to the implementing body (vrachtwagenheffing.nl/voor-wie-en-waarom-vrachtwagenheffing)
Please note
An N2 truck that has been administratively downgraded to 3,500 kg or less remains liable for the charge. A dispensation must be applied for; an exemption applies automatically.
Electric and light
A zero-emission truck with a maximum mass of no more than 4,250 kg is exempt. Heavier zero-emission trucks pay the CO2 class 5 rate. See electric trucks.
